Looks like the Thomas McCunn. She did do a couple of runs to Scapa with medical cases in the 1930s. It must have been before the war, as the petrol tanks are not there.

My thoughts are that this photo might have been taken in 1936 when the crew were awarded a medel for the rescue of the "Neptunia" crew as I have a photo taken at Scapa on that occasion (on this site).
