Unless I am mistaken this was 15th May 1981 and was visit of HM the Queen mother and King Olaf V of Norway. The Queen was in Shetland opening Sullom Voe oil terminal. This was when the bomb went off in Sullom Voe.. There is a photo on the internet of Queen mother meeting King Olaf on the Corn Slip Kirkwall

I hit the submit button a bit too soon. While relevant to Bill Leslie's comment, picture #24059 must relate to a different occasion: the Queen Mum is wearing blue, not yellow as in picture #28627.
