Craig sends in this picture from Dougie Shearer's collection, and asks for more information.

In this case I think we can be helpful, as note the absence of the Town Hall, the presence of a platform at the front of where it would be built, and the arches across the street, and then have a look at picture #172 sent in by Peter Burges.

The event would appear to be the same one, i.e. the laying of the foundation stone of the Kirkwall Town Hall.

Quite agree with Steven's comments on pictures 172 and 276.

They are almost certainly the same subject, just from different angles.

In the current exhibition at Tankerness House there is an album of old photos, one of which is another picture of this occasion, taken looking down Broad Street through the other arch. The museum just calls it "Unidentified event", though they have picture 172 a few pages later.
