That looks to me a lot like the crest of Stromness Academy on a silver disc... is it a dux medal from the school, or something similar?

This looks like the same crest as in picture #23419 that was from the Holm West School.

I would say it dates from 1948 approximately.

14 oars visible on this one, only 6 on the Holm one, but I haven't a clue as to what it is
