This is definitely underwater power cables showing the steel protection covers. When I worked for Currie Brothers back in the 80’s we did a lot of underwater cable works all over Scotland mainly in Orkney, Shetland and the Western Isles and part of this was installing these protectors to the cables.

Submarine telephone cables at Hackness. They're protected by cast iron articulated duct, and were used to provide service to Flotta.

We laid these in the early 70's and some had to be taken off. I don't know why but the bolts had to be burnt off with a oxy acetelene burner. that was done on the day after Dennis Bichan was married.
