I would guess this is the same flood as in picture #1337, probably 1970. I was a toddler at the time in the third house from the left and it all seemed a great adventure. I don't think my parents took the same view, particularly when motorists like the one shown sent waves of filthy water right in the front door! Some things don't change, right enough.
