Don't think it can be the finished bridge. I watched a young schoolkid walk along the grass on the nearside and climb up on the pipe across under the bridge then climb up over the side rails, go across and climb down the rails on the other side to the grass on the other side of the burn - rather than actually walk over the bridge. Can't be that flimsy but it does look a bit temporary.
