Old letter from Town Hall 1

Much old stuff was found and dumped during the Kirkwall town Hall--Community Centre conversion--1984. This letter survived despite the recipient being advised to burn it. 1896,perhaps of interest to the archivists,perhaps an accountant can explain whit Mr Atack wiz up tae ?

Looks like a spot of bitching among the men from the Pru. From Almanacs and the evidence of the letter, Atack had been the superintendent in charge of five other agents in Kirkwall, including R. Cumming of the Town Hall to whom this letter was presumably addressed. He had just been replaced as superintendent by J. P. Calman ("J.P.C.").
