On the wall at the end of Cromwell Road - near Islands View Road? Not sure what it is - something to do with Coastguards?

I dont know where it is but it most be somewhere that a postie goes by as its got one of those infamous red rubber bands that everyone was complaining about, lying next to it!

I forgot to say that the answer is indeed that this is one of the markers of the boundary at the Coastguard Station in Kirkwall.
