I may be entirely wrong, they look like snow breaks to slow down or catch drifting snow simular to those alongside the railway line through Sutherland/Caithness. I've also seen some fencing like this throughout other parts of the Highlands, but why they should be on the Highland Park peat hill, I wonder?

I believe these fences were placed on Hobbister to provide a form of windbreak to allow the heather and other vegetation to grow back after the peat had been removed.
