The mast just to the right of centre was at the Coastguard Station and appears to be flying a gale warning cone although the quality of the picture doesn't let us see whether it was a northerly or southerly gale forecast. The raising of the black cones, tips up or down gave the mariner a rough indication as to the direction of the forecast gale. Although it couldn't give the strength it was better than nothing before radios were common on vessels.
