That's Kenny Hay on the left and I'm sure that the mermaid is Derek Alexander. I would guess that the year must be about the mid 80's

Possibly an East Mainland Young Farmer's Float participating in the RBL Fancy Dress Parade. Beside the radioactive waste containers is Kenny Hay.
