For what it's worth, I would say that this is a dredger removing the notorious sandbank which formed at the harbour basin mouth from time to time. Thus clearing the way for the new Shapinsay ferry terminal.

Dredger "Trinity Sand" belonged to a Hull Based contractor Messer's Cooke & Co
who also owned the "Burcom Sand" which worked around the Pier in 1991 when the new Linkspan was built and the first extension where the Ice Plant was built.
