I assume that this picture is one of the same series which starts with picture #27551 (contributed by Alice Cant) and the similar one I recently uploaded ( picture #28145 ). Again I assume a date of 1935 but I know nothing about where and when. Again, I found this among my Mum's (Rhoda Spence nee Groundwater) stuff.

I think that the street is Garden Street. The houses on the right are just before you turn into St Catherines Place.

Spot on for location, and very familiar with the area. The two gentlemen either side of the window on the right (wearing caps)were I'm sure Meil to name, (twins).I would only have been one year old at the time so I cant be certain but I think that my late mother is in the group on the pavement to the left.

I should have spotted the location but I recognise it now. As Harvey has said, James Groundwater stayed at 1 East Road for a time (as did his two sisters, Lizzie and Annie) - he was my Grandfather.
