Looks more like the government buildings at the foot of Tankerness Lane.

Not the Power station Alan, that is the back of Victoria Street. Could it be the Dept of Agriculture building?

I think that this is the DHSS building in Tankerness Lane the tall house on the right being the rear of RBS

Yes, that's the Government Building going up. I used to watch it from the old Dept of Employment office across the road each day. When they dug out the founds they filled rapidly with sea water and they had to keep pumping the water out. The day our office moved into that new building we thought it was so grand and modern. About a year later there were large cracks appearing in the walls o no doubt due to subsidence into the seawater laden soil below.
