Whatever the event, that certainly looks like a Boys Brigade Guard of Honour in front of the town hall.

Definitely pre-World War II. The boys in the BB are wearing field service caps and though mugs and all the other souvenirs were issued for Edward VIII, he was never crowned so this must be George VI' coronation in 1937
