The Gentleman standing in the middle looks like Charlie Rioch. He was councillor for Hoy, Walls and Flotta in the 80's.

Charlie Rioch was also Headmaster of North Walls JS School and a holder of the Burma Star. When he came home after his heart attack, the mustard coloured stain round his beard & moustache had gone back to pure white: the hospital staff warned him they'd soon know if he'd started smoking again!
