I see it's the original Orkney flag . If I am to believe what I read then changing the design was unnecessary, a blunder from within the OIC it seems. [Please elaborate... ]

Steven, I have read some very convincing reasons as to why the design didn't need to be changed. The reasoning and history of the flag is all documented in a booklet which can be obtained free of charge from the Herald Printshop, 27 Albert St Kirkwall. I have mislaid my copy so I'm not going to venture an explanation without the facts before me.
