Looks like the back of Victoria House in the right foreground with the houses of Queen Street, off Franklin Road, just showing beyond the grass in the foreground. The two storey house beyond that will be, I think, the Wisharts' home - can't remember its name.

Might that be the Pole Star in the harbour?
