Certainly was the men at the pier - not county show men. Peter Harcus should be Hercus

Kirkwall
Once upon a time, this group of very elderly gentlemen met on a daily basis at the "Hut" on the West Pier, where all the world was put to rights.
They were affectionately known as "The West Pier Parliament".(in Kirkwall of course)
