Looks like an Austin badge on the front It is a FG model badged Austin or Morris by BMC (British Motor Corporation later taken over by Leyland Motors in the early 1970s) Showing a Dumfriesshire Trade Plate indicating that the vehicle is being delivered from that county also an indication that the body was built by A C Penman Ltd of Heathall, Dumfries. The later library shown on the this site has Penman similarities. The build date probably around 1968-70.

By chance I spoke to Erland Anderson today and he said this was the first Mobile Library van. He started with the Library in February 1963 and it wasn't on the road yet but he thought it was shortly after that.
He thought the photo was taken at Scapa. He didn't know who the person in the photo was.
He thought Bobby Leslie would know more about it.
